3. SALIENT CHARACTERISTICS
3.1 Adhesive Materials
a. The adhesive shall be even spreading and shall not contain lumps, globs, dirt or other foreign material. The adhesive shall not be stringy.
b. The adhesive shall be visible when applied but shall dry clear.
c. The effective drying time at 25 deg. C shall be twenty minutes maximum.
d. Fibers of the paper shall remain embedded in the adhesive when bonded papers are separated twenty minutes after adhesive application. The two papers shall be joined using finger pressure for ten seconds.
e.The adhesive shall not discolor the material being bonded nor the substrate to which it is applied.
f. The adhesive shall not wrinkle, shrink, or curl the material being bonded or the substrate to which it is applied.
3.2 Dispenser Design.
a. The dispenser shall be constructed of impact resistant material.
b. The dispenser shall be that offered in the commercial marketplace.
c. The dispenser shall be supplied with a well-fitted cap.
d. A mechanism for advancing and retracting the adhesive shall be provided.
e. Instructions for use shall be printed on the dispenser.
4. REGULATORY REQUIREMENTS
In accordance with the section 23.403 of the Federal Acquisition Regulations, the Government’s policy is to acquire items composed of the highest percentage of recovered materials practicable, consistent with maintaining a satisfactory level of competition without adversely affecting performance requirements or exposing suppliers employees to undue hazards from the recovered materials.
